The striker is said to have agreed personal terms with Serie A giants Juventus instead.
However, as an alternative, Arsenal could seek a short-term loan for Real Madrid striker Luka Jovic if they fail to persuade Dusan Vlahovic to join them this month.
Mikel Arteta is desperate to bring in another striker before the transfer window closes next Monday.
Mikel Arteta insists Arsenal are trying to shake things up in this month’s transfer window.
But the Spaniard admitted it was not an easy task as the market is tough at the moment.
He told Arsenal media: “It’s what we had planned, but the market is tough, it’s complicated.
“We knew that, but it’s a lot to deal with and we have to make the right decisions with players who we think are going to really help us and try to bring in the ones who can take us to the next level.”
And speaking of whether the Gunners will be successful in their bid before the deadline, Arteta added: “Well, we’re definitely trying, but I don’t know if we’re going to be able to do it.
“Let’s see, it’s not just our intention, but a lot of things that have to happen.”
